Purpose of Overseas Koreans Policies

Co-prosperity of Overseas Koreans and the Republic of Korea leads Korea to a global pivotal state and contribute to global peace and prosperity.

Support overseas Koreans to maintain and reinforce their identity as Koreans while taking root in the mainstream society as valuable members of their country of residence.

Overseas Koreans Community as a valuable asset for the ROK

As the ‘Global Korean Community’, the 7.5 million overseas Koreans are a valuable driving force and asset for national development, and a bridge connecting the country of residence and the Republic of Korea.

Overseas Koreans took the lead in supporting their motherland in times of difficulty and devoted themselves to acting as the foundation of Korea’s economic development.

Our compatriots help improve relations between the motherland and their country of residence, enter the mainstream society in the country of residence, and influence the countries’ essential policies.

The Basic Direction of Overseas Koreans Policies

Support overseas Koreans to settle down as valuable members in their country of residence and improve their status.

Dedicated efforts to strengthen overseas Koreans' identity as Koreans and foster a sense of belonging to the Republic of Korea.

Put efforts to promote an interaction between the overseas Korean community and the Republic of Korea, such as establishing a global Korean network and supporting visits to the Republic of Korea.

Provide convenience in accordance with relevant laws and regulations when overseas Koreans enter or stay in the Republic of Korea, and support overseas Koreans to adapt to Korean society (improving the rights and interests of overseas Koreans in the Republic of Korea).

Support the development of human resources for overseas Koreans to establish an environment in which their capabilities can be utilized for the development of the Republic of Korea and overseas Korean society.

Operate various exchange programs to promote overseas Koreans’ policies.

Establishment and Implementation of Overseas Koreans Policies

The 「Overseas Koreans Policy Committee」(Chairperson: Minister of Foreign Affairs) reviews and coordinates key policy matters in order to comprehensively and systematically implement the overseas Koreans policies.

The commissioner of the Overseas Koreans Agency establishes and executes a basic plan for overseas Koreans policies after deliberation of Overseas Koreans Policy Committee.

The commissioner of the Overseas Koreans Agency and the heads of the relevant central administrative agencies formulate and implement an annual action in accordance with the basic plan.

The commissioner of the Overseas Koreans Agency handles the affairs delegated by the Overseas Koreans Policy Committee as the chairperson of the 「Overseas Koreans Policy Working Committee」.

  • Promote supporting for Korean language education and raising self-esteem as top priorities.
  • Expand the scope of the Korean Language School Project and the Overseas Koreans Education Culture Support Project to prevent second and third-generation Koreans from becoming alienated.
  • Expand the 「Visit to Korea」 Program for next-generation Koreans.
  • Teach Korea's success story and promote a program to encourage the next generation of Koreans to have a pride in their country.

Activate the Global Korean Network

  • Promote the development of the Korean community and the motherland through the establishment of a Korean network.
  • Propel projects to build networks in new fields such as overseas Korean cultural artists and journalists while internalizing existing networks such as the World Korean Community Leaders Convention, the Global Korean Politicians Forum, and the World Korean Business Convention.
  • Strengthen and promote the joint prosperity of overseas Korean communities together with their mother country by diversifying interaction and cooperation by fields and regions.

Strengthen support for disaffected overseas Koreans

  • Actively promote policies caring for overseas Koreans such as Atomic Bomb Victims, Sakhalin Koreans, Miners/Nurses sent to Germany, Multicultural Families, and Overseas Adoptees,
  • Develop and implement policies and projects that can be of tangible help, such as inviting to Korea and supporting for permanent return, and offering aid for settlement.
